FLoC, which stands for "Federated Learning of Cohorts," is a privacy-focused technology developed by Google to replace individual user tracking with group-based tracking for online advertising.

 

Here's how FLoC works:

 

  1. Cohort Creation:

    • FLoC starts by grouping users into cohorts based on their browsing behavior and interests. These cohorts are designed to be large and anonymous, typically containing thousands of users with similar interests.
  2. Browsing Behavior Analysis:

    • When you visit websites, your browser analyzes your browsing behavior and categorizes it into a specific cohort. This analysis takes place on your local device, so your data doesn't leave your device.
  3. Cohort Assignment:

    • Your browser then assigns you to a cohort, which is identified by a specific cohort ID. This ID represents your interests and is periodically updated as your browsing behavior changes.
  4. Cohort ID Sharing:

    • Instead of sending individual user data to websites and advertisers, your browser shares your cohort ID when you visit a website. This cohort ID is used to inform advertisers about your interests without revealing your specific browsing history.
  5. Privacy Protection:

    • FLoC is designed to protect user privacy by ensuring that advertisers and websites don't have access to your personal information or individual browsing history. It aims to reduce the exposure of personally identifiable information (PII).
  6. Ad Targeting:

    • Advertisers can target entire cohorts of users rather than individual users. This allows for relevant advertising while preserving user privacy. Advertisers won't know the specific users within a cohort.
  7. Opt-In Participation:

    • FLoC operates as an opt-in feature. Users can choose to participate in the FLoC system or opt out. If you opt out, your browser will not generate a cohort ID, and websites won't receive cohort-based information about your interests.
  8. User Choice and Transparency:

    • Users have the ability to view and control their FLoC status in their browser settings. This provides transparency and the option to manage ad targeting preferences.
  9. Data Security:

    • The FLoC calculations and cohort assignments are performed locally on the user's device and do not involve transmitting personal data over the internet. This approach enhances data security and privacy.

 

FLoC is intended to strike a balance between user privacy and the advertising needs of businesses. It aims to provide more anonymity and protection for individual users while still allowing advertisers to reach target audiences with relevant ads.
